Pause Menu Navigation on Controller

If I open character menu first before pause menu the d-pad buttons don't go to the pause menu items. it feels like it's stuck in the character menu and trying to move around that.
This occurs for arrow keys on the keyboard as well.

When starting the game and navigating the main title screen and subsequent menus, the cursor seems to be restricted to a small area to the top left of the screen. All the menus can be selected if you search for it long enough but you can't place the cursor over the menu you want to select
