  If you could please provide a bit more information to help us identify the issue. Did you interact with the seal and break it after opening the treasure chest? If so and the quest step did not update, if you could please provide a screenshot of the quest step, preferably near the broken Hephaestus seal.

  Hello,
  So from what I saw online the seal was supposed to be on the pillar under the symbols in front of the chest. I lite all of the symbols in order and opened the chest but there was no seal to break.

  Ahh, that would mean you were not at the "sealed" shrine. There are three shrines each for Hephaestus, Ares, and Apollo. Only the shrines with seals are required to unlock Athena's Temple. These are specifically marked, ex., "Hephaestus' Sealed Shrine". Even though you do have the proper quest, you can see it's not completed because you are at one of the other Hephaestus shrines. If you check the completed quest logs, you will likely see a completed Hephaestus shrine quest for the one you are at in this screenshot. Doing the other shrines still rewards you with additional inlays, as you may have noticed.
