Balance Scoring of Kills - 1-3 Star ratings are inconsistent

The way that kills are scored (1 Star, 2 Star, 3 Star) is too inconsistent. - I've already posted a GIF somewhere that shows this in action, but a headshot is a headshot whether its on the front or on the side and shouldn't be changed in value just because of the positioning.
The scoring of the star system is too unbalanced and inconsistent to accurately play by.
If you're going to say a 3 Star is a head shot or a mortal wound, any head shot or one shot should count. If that's not true, then be more specific. It's frustrating when you have to have a certain amount of 3 Star kills or items you need to farm, only for your kills to be wasted because the system arbitrarily changes the parameters of what it's considers valid.
